 دربارۀ موضوع فوق باید به نکات زیر توجه داشت:

1) ارزشیابی مدارک تحصیلی برای مدارکی انجام می شود که در یک کشور مشخص صادر شده اند و باید برای مهاجرت به کانادا یا تحصیل در این کشور ارزشیابی شوند. مدارکی که اعتبار بین المللی دارند علی القاعده دیگر نیازی به ارزشیابی نخواهند داشت. برای مثال در وبسایت اداره مهاجرت کانادا در بارۀ ارزشیابی مدارک تحصیلی برای برنامه اکسپرس اینتری توضیح زیر ارایه شده است:

an Educational Credential Assessment (ECA) report from an approved agency showing that your foreign education is equal to a completed certificate, diploma or degree  from a Canadian:

• secondary (high school) or
• post-secondary school

2) امتیازهایی که در برنامه های مهاجرتی به مدارک تحصیلی داده می شود معمولاً بر اساس مقطع تحصیلی در کالج یا دانشگاه (از نظر سیستم آموزشی کانادا) در نظر گرفته می شوند. برای مثال برای برنامه اکسپرس اینتری این ارزشیابی مدرک تحصیلی به نحو زیر انجام می شود:

University degree at the Doctoral (PhD) level or equal	25 points
University degree at the Master’s level or equal OR University level entry-to-practice professional degree (or equal). Occupation related to the degree must be: NOC 2016 Skill Level A, and licensed by a provincial regulatory body Note: Degree program must be in one of these fields of study: Medicine, Veterinary Medicine, Dentistry, Podiatry, Optometry, Law, Chiropractic Medicine, or Pharmacy.	23 points
Two or more Canadian post-secondary degrees or diplomas or equal (at least one must be for a program of at least three years)	22 points
Canadian post-secondary degree or diploma for a program of three years or longer, or equal	21 points
Canadian post-secondary degree or diploma for a two-year program, or equal	19 points
Canadian post-secondary degree or diploma for a one-year program, or equal	15 points
Canadian high school diploma, or equal	5 points

 

3) ذکر این نکته هم لازم است که قاعده کلی برای استفاده از امتیاز تحصیلات متقاضیان این است که مدرک تحصیلی آنها توسط موسساتی که مسوول این ارزشیابی در کانادا هستند بررسی و ارزشیابی بشود. برای مثال در مورد برنامه مشاغل مورد نیاز استان ساسکاچوان این عبارت در وبسایت اداره مهاجرت استان ساسکاچوان ذکر شده است:

For degrees and diplomas obtained outside of Canada, you must have an educational credential assessment (ECA) from a designated organization, as per IRCC's list of approved organizations.

در وبسایت موسسه «وس» که ارزشیابی مدارک تحصیلی در کانادا را انجام می دهد در صفحه مربوط به ایران به ارزشیابی مدارک تحصیلی زیر اشاره شده است:

1. Final or Provisional/Temporary Degree Certificate

For example: Kardani, Karshenasi, Karshenasi Arshad, Doctorate

What you need to do:

For completed study, you send a clear and legible copy of this document to WES. Do not send your original document.

عنوان مدارک تحصیلی مورد نیاز که قابل ارزشیابی هستند با رنگ زرد در متن فوق مشخص شده است. بعلاوه ریزنمرات تحصیلی دوره هایی که به کسب مدارک فوق منجر شده است هم مورد نیاز خواهد بود:

2. Academic Transcript

This is an official document issued by the institution you attended that lists all subjects taken and grades earned for each year of study.

What you need to do:

Option 1

For completed, incomplete, and in-progress study, ask the institution you attended to send your document directly to WES in a sealed envelope that is signed or stamped across the back flap by the appropriate official at the institution.

Option 2

If the institution gives you the document to send to WES, it must be in a sealed envelope. If the envelope is opened or there is no stamp or signature across the back flap, WES cannot accept the document.

Download and complete the top section of the Academic Records Request Form. This form will help you request your documents.

Important Information:

• If you have completed less than one year full-time post-secondary academic study, WES highly recommends that you also send secondary school documents.

4) در بعضی از برنامه های مهاجرتی مدارک فنی و حرفه ای هم مورد قبول خواهد بود. برای مثال در برنامه افراد واجد مهارت کاری استان مانیتوبا امتیازات زیر برای مدارک تحصیلی درنظر گرفته شده است:

Highest level of education	Points awarded
Master’s degree or Doctorate	25
Two post-secondary programs of at least two years each	23
One post-secondary program of two years or longer	20
One one-year post-secondary program	14
Trade certificate	14
No formal post-secondary education	0
Maximum Points – Factor 4	25 (25% of Total)

 

اشاره به این نکته هم مفید خواهد بود که اصطلاح «ترید» در زبان انگلیسی یا اصطلاح «اسکیلد ترید» در چارچوب مطالب مرتبط با مهاجرت به کانادا معمولاً به رشته های فنی و حرفه ای یا مهارت های کاری اشاره می کند. برای مثال در ارتباط با برنامه اکسپرس اینتری توضیحات زیر در وبسایت اداره مهاجرت کانادا ذکر شده است:

Skilled Trades currently eligible for the Federal Skilled Trades Program are organized under these major and minor groups of the NOC:

• Major Group 72, industrial, electrical and construction trades,
• Major Group 73, maintenance and equipment operation trades,
• Major Group 82, supervisors and technical jobs in natural resources, agriculture and related production,
• Major Group 92, processing, manufacturing and utilities supervisors and central control operators,
• Minor Group 632, chefs and cooks, and
• Minor Group 633, butchers and bakers.

اقدام مناسب در هر مورد برای ارزشیابی مدارک تحصیلی باید بدقت و با استفاده از نظر کارشناسی انجام شود تا از اتلاف وقت و محروم شدن از کسب امتیازات مربوط به تحصیل در مسیر مهاجرت اجتناب شود.
